Adding annotations support for statefulset-read.yaml (#11690)

Adding fixing lake of annotations support for `read` StatefulSet

**What this PR does / why we need it**:
Currently there is no use for `read.annotations` at the
`statefulset-read.yaml` file.
The key exists on `values.yaml` file, with no use.

Fixes #11688
