This PR adds support for sending syslog messages to Promtail (via ng-syslog or rsyslog) via UDP. UPD for syslogs can be used if you prefer speed over guaranteed delivery. In order to trigger the build of 0.20.3, contents of the `loki-build-image/` folder need to change, therefore the comment in the Dockerfile.
