Trevor Whitney	e628f5d74d	feat: add release please config (#11333 ) (#11789 ) What this PR does / why we need it: The new release process is being developed in another repo for now as it enables much faster feedback loops. We are at the stage where we are pulling the Loki repo and building images, so it's time to move the `release-please` config into Loki, and configure it for the various packages we will be releasing. This PR adds the two basic configs that `release-please` requires. This PR does not change anything about the release process, it just enables us to keep iterating out of band until we're ready to move over. Kaviraj Kanagaraj	f937d021b6	chore(dependabot): Remove enable auto-merge (#10158 ) What this PR does / why we need it: After some debugging and discussing with internal security squad, the core problem for the this permission issue with auto-merge is ``` GraphQL: ["Pull request User is not authorized for this protected branch"] (enablePullRequestAutoMerge) ``` The settings "Restrict who can push it to protected branch" rule we have `main` branch. And currently no way to add `github-action` user to this list (there is an open discussion https://github.com/orgs/community/discussions/25305 I proposed an idea to use some "real" user's (even grafana-bot) token to do the "auto-merge". But that is still under review by security squad. Meanwhile, to unblock merging any dependabot PR, I'm removing this step.
