Danny Kopping	9cab63d921	Loki Improvement Documents (LIDs) (#8056) ... **What this PR does / why we need it**: This PR adds a _Loki Improvement Document_ process to engage contributors and the community on major changes to Loki, _before_ large amounts of work is done.
