Salva Corts 2754176239 Fixes for non-indexed metadata (#10167) ... **What this PR does / why we need it**: This PR fixes a bug while recovering from the WAL. Before this PR, when reading a head from the WAL, we'd attempt to create a chunk with the head fmt of the WAL head. If we change the chunk fmt to v4, we'd fail to rebound chunks since v4 may be incompatible with the head fmt from the WAL.
