Morris Jobke	4ef302c0be	Request->getHeader() should always return a string PHPDoc (of the public API) says that this method returns string but it also returns null, which is not allowed in some method calls. This fixes that behaviour and returns an empty string and fixes all code paths that explicitly checked for null to be still compliant. Joas Schilling	9f3d9b5b23	Don't force the use of Accept-Language anymore This is not intended anymore, since it falls back to force english when the header is not set. Also `0228bc6e66` makes clear that the order should be: 1. User setting 2. Accept language 3. Admin default This is the case since the commit from above, unless via OCS and DAV. Both forced to accept-language falling back to english. Admins default language settings 3. Accept-Language settings of the browser However this is not in line with https://www.w3.org/International/questions/qa-lang-priorities So this changes the order to 1. Morris Jobke	23c0f4ff5f	Read available l10n files also from theme folder The old behaviour was that only languages could be used for an app that are already present in the apps/$app/l10n folder. If there is a themed l10n that is not present in the apps default l10n folder the language could not be used and the texts are not translated. With this change this is possible and also the l10n files are loaded even if the default l10n doesn't contain the l10n file.	10 years ago
