Clean up CHANGELOG (#8595)

Keep the changelog clean so it's easier for the release shepherd to compile the changelog and release notes for the next release.

* Add newline underneath section heading
* Move promtail related changelog entries into promtail section
* Remove changelog entry from already released enhancement
* Move changelog entry into correct position
