Sandeep Sukhani c8c8303a6a refactor index storage code to index reader/writer interfaces for better monitoring (#7154) ... **What this PR does / why we need it**: Currently, it is hard to monitor just the index latencies since the chunks PUT code is coupled with both object storage and index writer. This PR refactors the code to have separate interfaces defined for index readers/writers. I have also added a wrapper called `monitoredReaderWriter`, which measures the latency on the index operations. **Special notes for your reviewer**: Cortex had added `PutChunksAndIndex` for DynamoDB, which would write both chunks and index in a single request when configured for storing both. I have removed the use of it since it would be too complex to support it with this refactoring. Loki, anyways does not recommend using chunks in the index store, and using a hosted object storage would be much cheaper.
