Ivan Tcholakov 7a02b21ed9 Bug #3646 and Issue #306 - Internationalization library: Adding posibility to set sorting persons' full names independently for the name order convention, people's preferencies might differ. So, a new function api_sort_by_first_name() has been added. The table in the file name_order_conventions.php has been reworked to maintain the new name-sorting option for every language.

Ivan Tcholakov 0a0e7f66c7 Bug #3646 and Issue #306 - The functions api_get_person_name() and api_is_western_name_order() have been reworked (optimizations + title to person name support). The function api_get_person_name() has been made similar to the implementation Display::user_name() by Carlos Vargas, a good idea. I suggest we to deprecate Display::user_name(). The internationalization library is a better place for such a feature, I think.

Ivan Tcholakov ccaf540550 Issue #306 - The internationalization library: Creation of two functions api_is_western_name_order() and api_get_person_name() for maintaining the conventions for full person name constructed from the first name and the last name. The functions are documented and stable, developers may freely use them.
