Update Patroni config file (#551)

The original config file was taken from
[here](https://github.com/jobinau/pgscripts/blob/main/patroni/patroni.yml)
and it is currently replaced with a more "up to date" version
[here](bbb1df011f/templates/patroni.yml.j2).
