Peter Eisentraut	3c44e7d8d4	Allow tests to pass in OpenSSL FIPS mode (rest) This adds alternative expected files for various tests. In src/test/regress/sql/password.sql, we make a small change to the test so that the CREATE ROLE still succeeds even if the ALTER ROLE that attempts to set a password might fail. That way, the roles are available for the rest of the test file in either case. Peter Eisentraut	637a934ab9	Simplify new test suite handling of passwordcheck This changes the use of a custom configuration file to enforce the value of preload_shared_libraries to simply load the library during the tests. This removes the restriction of running installcheck on the tests, and simplifies its makefile contrary to what has been introduced in `af7211e`.
