Tokenizer tests and TokenizeLine updates (#11133)

In addition, there was some cleanup, in that constants are used to set some common parameters. always align volume range timestamp to end of step (#11136)
**What this PR does / why we need it**: We had originally assumed that it would be weird for a user to get back a timeseries response from `volume_range` that didn't include a datapoint with a timestamp at the start of their requested range. This was a bad assumption. The `volume_range` endpoint is inherently doing aggregations. For each step, a datapoint is calculated representing the percent of chunk volumes that the selector appeared in. It therefore stands to reason that the steps volume was not that value until the end of the step time range, as we are to assume volume is monotonically increasing. The fact that we were using the start of the range made it difficult to turn this data into a per-second rate, which this PR aims to fix. **Which issue(s) this PR fixes**: Fixes #11134 |

**What this PR does / why we need it**: Ensure that all constructors of LifeCyclerConfig are using `net.JoinHostPort` for instance addr and port combinations. This enables IPv6 usage compatible across the code based. Currently only distributors provide IPv6 compatibility because they use `Lifecycler` (that pulls the addr/port in the `NewLifeCycler`) while everything else uses `BasicLifeCycler` delegate this to the user defining an addr/port combination in `LifecyclerConfig`. |

Bloom/fuse queries (#11088)
Introduces a "Fuse" operation on a single block querier which multiplexes queries against a single block. This is advantageous for a few reasons: * A "query" contains one of more series, with each series needing to test one or more chunks for some search string(s). * Blocks are sorted by fingerprint, which are the result of a hash function. This means series are ~uniformly distributed across the hash keyspace (`uint64` in our case). Because of this, a query for some number of series are likely to be spread out across the block itself. * Blocks are organized into individually compressed "pages". In essence, querying them requires Seeking to the correct offset, decompressing the page, then seeking within the page to the actual offset for a particular series. * Since the series for any query are likely spread out across the block, performing `n` queries decompresses each page `n` times. * By multiplexing many queries into a single pass iteration of the block, we amortize the cost of loading & decompressing Misc: Also introduces a bunch of generic-powered iterators. These can probably be optimized (I bet they use dynamic dispatch under the hood), but they're very convenient to prototype with and we can improve them in the future if it proves warranted. |

Add series population to tokenizer (#11070)

I started to use tokenizer module for bloom creation and populating the
SBF without the series with chunk ref is weird, as we populate only half
of a data structure.
I modified it to populate entire `SeriesWithBloom` as it has all the

To facilitate this, Intel introduced the powercap framework in Linux kernel 3.13, which reads values via relevant MSRs (model specific registers) and provides unprivileged userspace access via `sysfs`. As RAPL is an interface to access a hardware feature, it is only available when running on bare metal with the module compiled into the kernel. By 2019, it was realized that in some cases unprivileged access to RAPL readings could be exploited as a power-based side-channel against security features including AES-NI (potentially inside a SGX enclave) and KASLR (kernel address space layout randomization). Also known as the [PLATYPUS attack](https://platypusattack.com/), Intel assigned [CVE-2020-8694](https://cve.mitre.org/cgi-bin/cvename.cgi?name=CVE-2020-8694) and [CVE-2020-8695](https://cve.mitre.org/cgi-bin/cvename.cgi?name=CVE-2020-8695), and AMD assigned [CVE-2020-12912](https://cve.mitre.org/cgi-bin/cvename.cgi?name=CVE-2020-12912). Several mitigations were applied; Intel reduced the sampling resolution via a microcode update, and the Linux kernel [prevents access by non-root users](https://git.kernel.org/pub/scm/linux/kernel/git/torvalds/linux.git/commit/?id=949dd0104c496fa7c14991a23c03c62e44637e71) since 5.10. However, this kernel-based mitigation does not apply to many container-based scenarios: * Unless using user namespaces, root inside a container has the same level of privilege as root outside the container, but with a slightly more narrow view of the system * `sysfs` is mounted inside containers read-only; however only read access is needed to carry out this attack on an unpatched CPU While this is not a direct vulnerability in container runtimes, defense in depth and safe defaults are valuable and preferred, especially as this poses a risk to multi-tenant container environments running directly on affected hardware. This is provided by masking `/sys/devices/virtual/powercap` in the default mount configuration, and adding an additional set of rules to deny it in the default AppArmor profile.
